How to Unlock the Reyes Ruins
Long story short, you must continue on with the event quest called Old Man and the Whale. Just progress through it normally until you reach the point where you much learn about the final island.
When you get to this part of the quest, you will have to talk to Ahab in order to learn more about this mysterious island. He is found at the Port of Riccioli, and the quest markers will guide you to his exact spot so you literally cannot get lost.
Next, you will have to go to the dock and board a ship. The quest will tell you to sail from there all the way to the small island that Ahab told you about. Again, just follow the quest marker and you should be fine. If, for some reason, you are confused, check the map image below for the exact location.

Once you reach the island, a cutscene will play. Basically, you will try and fail to get rid of the storm, but Starbuck will save the day with his very theatric display of affection. With his actions, the storm will completely subside and open up the final island.
That is pretty much it. When the cutscene ends, just check the map once more and the Reyes Ruins will now be completely visible and open for exploration. Just sail your way over there and start doing whatever else you need to get done there!
NOTE: There are limited time rewards for progressing through this event, so if you are reading this on the day it is posted up until the next month, there are lots of goodies up for grabs by finishing quests and completing requests!
